Insufficient Privileges Viewing Notification To Approve Requisition (Doc ID 364884.1)

Symptoms

On 11.5.10, when attempting to view requisition details from a notification, the following error occurs.
(Same requisition in 11.5.9 does not produce the error.)

You have insufficient privileges for the current operation. Please contact your system administrator.

 

Steps To Reproduce
1) Create a requisition for approval
2) Have the approver open the notification and click the View Requisition Details link.
3) See the error.
