WIP Assembly Completion Transactions Allowing Negative Balance in 11.5.10

Symptoms
On an 11.5.10.2 instance just upgraded from 11.5.9, WIP completion transactions are driving inventory negative, overriding the profile option "Allow Negative Balances".
Expected behavior is that WIP completion transactions would not be allowed to drive inventory negative unless explicitly permitted to do so by setting the profile option "Allow Negative Balances" to "Yes".
Steps to reproduce:
1. Create a discrete job with components.
2. Perform a Completion Transaction for a quantity greater than what exists for a component in the supply subinventory.
3. Transaction completes without error, driving the quantity in the supply subinventory negative.
Changes
Recent upgrade from 11.5.9 to 11.5.10.2. This can also occur with a fresh installation of 11.5.10.x.
