Symptoms
Creating new responsibility and assign it to an item attribute, then run the workflow, one will get the following error:
3205: 'FND_RESP|SQLAP|GDUK PAYABLES E' is not a valid role or user name
the error occurred only with that role format, and did not reproduce if assigned a user name or role name in the normal format before 11i.OWF.H.
