Symptoms

Created a new organization, added this new organization to expenditure organization hierarchy.
Labor transactions interfaced to projects using PRC: Transaction Import process.
When attempting to run the PRC: Distribute Labor Costs the following error occurs.


'Missing Cost Rate'  rejection is appearing.  Internal error code is 'NO_RATE'.
