Self-Service Instruction Text Does Not Appear on Benefit Pages

Information in this document applies to any platform.
Find that after setting up a Communication Type for Self Service Instruction text, the instruction text does not appear in Self Service > Benefits.
Expect that after setting up the instruction text it will appear in Self Service > Benefits.
The issue can be reproduced at will with the following steps:
1. Create Communication Type.
2. Sign on to Employee Self Service.
3. Navigate to Benefits Selection Region.
