Notification Mailer Does Not Start, Remains In Status Starting (Doc ID 371830.1)

Symptoms

Cannot start the Workflow Java Mailer as it remain in Starting status. The only clue found in the mailer log file reads:

SVC-GSM-WFALSNRSVC-695493 : oracle.apps.fnd.cp.gsc.Processor.processControlEvent(String)]:BEGIN (noEvent)
SVC-GSM-WFALSNRSVC-695493 : oracle.apps.fnd.cp.gsc.Processor.processControlEvent(String)]:Did not receive any control events.

 

 

Changes

The problem is very likely to occur after a clone process is performed, therefore the target instance is the one pron to have this problem.
