iStore Icons Are Not Displaying In the Customer UI

Symptoms
The Shopping Cart and Order Tracker icons are not displayed in the iStore Customer UI pages.
The issue can be reproduced at will with the following steps:
1. Go to the iStore customer ui home page (ibeCZzpHome.jsp)
2. The top right displays the text for links Cart, Orders, Profile, Login, Register but no icons
The following profiles are set to Yes at the Site level:
IBE: Enable Order Tracker Global Icon
IBE: Enable Shopping Cart Global Icon
