Workflow Background Engine Does Not Process Many Orders/Lines on New Install (Doc ID 373275.1)

Symptoms

Find only a few orders are processed at a time by the workflow background process.
Runs the workflow background process wide-open for all item_type with process_deferred = yes,
process timeout = no, process stuck = no.

EXPECTED BEHAVIOR
Expect hundreds of sales order lines to be processed hourly.

STEPS
The issue can be reproduced at will with the following steps:
1. Imported Orders successfully into OM
2. User booked orders (approx 1600 orders)
3. Workflow Backgound Process completed
4. Ran Autoinvoice (OM to AR) and completed successfully
5. All booked orders were not picked up by Autoinvoice
