Symptoms
On 11.5.10 production:
When trying to end date a modifier line, the application displays the following message:
ERROR

OE_LOCK_ROW_CHANGED
(OK)
STEPS
-------
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Manager
2. Navigation: Modifiers > Define Modifiers
3. Query existing modifier
4. Select a modifier line. Scroll to End date column.
5. Try to enter and save a valve in the End data column.
6. Error is reported.
BUSINESS IMPACT

The issue has the following business impact:
Can not invoice some orders. The wrong modifiers were applied.
