Allow Inventory Period Close Before The Scheduled Close Date

Symptoms
Find that after upgrading the current APPS version 11.5.5 to APPS 11.5.10 CU2 and applying
the patch 5142875 the Apps allows to close the Inventory Accounting period
before the scheduled close date.
The functionality in 11.5.5 was changed to allow this to occur and can cause a period close to
occur by mistake.
EXPECTED BEHAVIOR
Expect the functionality to remain the same. That the period cannot be closed prior to the
scheduled close date.
STEPS
The issue can be reproduced at will with the following steps:
Log in to APPS with Inventory Responsibility
Inventory --> Accounting Close Cycle --> Inventory Accounting Period
Or
Run the Close Period Control process
