Symptoms
When attempting to call any Oracle Public API from a 3rd party application, the following error occurs:
ORA-00942: table or view does not exist.
The issue can be reproduced at will with the following steps:
1. Call public API APPS.Wsh_Deliveries_Pub.Create_Update_Delivery from third party application
2. Error occurs when the API is called.
3. This same error can occur when calling any Oracle Public API, regardless of which e-Business Suite module is being used.
Example issue is also reported attempting to call OE_EXTERNAL_CREDIT_PUB package
