Table not found error when calling any public API

On 11.5.10 in Production:
When attempting to call the any Oracle Public API, the following error occurs.
The called procedure only returns a return_status code of E
Customer then calls APPS.WSH_UTIL_CORE.GET_MESSAGES and gets the following error message:
ORA-00942: table or view does not exist ORA-00942: table or view does not exist in Package WSH_DELIVERIES_PUB Procedure _x_.
The issue can be reproduced at will with the following steps:
1. Customer is calling the public APPS.Wsh_Deliveries_Pub.Create_Update_Delivery from third party software, in order to import deliveries into Order Management
2. Error occurs when the API is called.
3. This same error can occur when calling any Oracle Public API, regardless of which e-Business Suite module is being used.
