JTA: APP-JTF-210374: The User ID Already Exists - When Attempting to Import or Assign User ID to Resource (Doc ID 395167.1)

Symptoms

On 11.5.10.2 in Production:

The customer is trying to access a TeleSales with a Sales resource. The resource is an employee and has been imported.
There were getting an error that "This user id has not been setup as a Sales Force". They followed Note 244031.1 which suggested the following

"Using the Telesales responsibility or the Collections Agent responsibility, A new resource is created. The USER_ID was not manually assigned to the employee resource tied to the userid."

The customer created the employee, and changed the person linked to the username to this new
employee from an old one.

Below are the steps to assign the USER_ID. However, when they try to save, they get the following error message:
