Symptoms

When an application is terminated by an iRecruitment manager using the 'Decline' reason,
iRecruitment updates correctly, but core HR never gets updated.  If you use terminate application, then it is updated correctly in core HR.   It is only when 'Decline' is used that it is not updated in core HR.

EXPECTED BEHAVIOR
Expect to see the applicant status with "Decline" reason when the application is terminated.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. iRecruitment Manager.
2. Query up an applicant and change the status of active application to 'Decline.'
3. In HRMS Manager responsibility, query up the applicant and click on the Others button.
4. Select Application from the list of values and query up the vacancy that the status was changed on.  It will still show Active Application.
