INVIDCAT - APP-FND-01564 : Oracle error 1403 in fdxmlcrc When Clicking On Translation Button

Symptoms
When customer sets the session language to English and navigates to the Category Codes form, all
category codes are visible as expected. When customer changes the session language to language other than English, some categories are no longer shown
When session language is English, querying a category code and then clicks the World button, thefollowing error occurs :
ERROR
APP-FND-01564 : Oracle error 1403 in fdxmlcrc
Cause : fdxmlcrc failed due to ORA-01403 : no data found
The SQL statement being executed at the time of the error was : and was executed from the file &ERRFILE
STEPS
The issue can be reproduced at will with the following steps:
1. Set session language to English
2. Navigate to Inventory Responsibility > Setup/Items/Categories/Category Codes
3. Query the categories
5. Click the World (translations) icon
6. The error appears
