When APPS_SSO Profile Option Set To Portal W/SSO, External Candidate is Directed to Applications Login Page (Doc ID 397009.1)

The instance has APPS_SSO profile option set to Portal w/SSO - required for the eBusiness Suite portlets to behave correctly.  However this impacts iRecruitment in that the Single Sign On page displays when an external applicant tries to register.

Expect to not have to be redirected to the SSO page when registering in iRecruitment as an external candidate.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to the IrcVisitor.jsp and press Register today button.
2. Get redirected to the SSO login page.
