Import Price Catalog/ INCOIN Errors When Creating New Items; Log Shows "ERROR MESSAGE : Master - Child Conflict in one of these Attributes" (Doc ID 397528.1)

Symptoms

On 11.5.10 when trying to import POs and create new items if the OUM is controlled at the
Master level the following error occurs in the log file

ERROR
TABLE NAME : MTL_SYSTEM_ITEMS_INTERFACE
COLUMN NAME : MASTER_CHILD_4G
MESSAGE NAME : INV_IOI_MASTER_CHILD_4G
ERROR MESSAGE : Master - Child Conflict in one of these Attributes:
Type(WIP_SUPPLY_TYPE), Subinventory(WIP_SUPPLY_SUBINVENTORY), Primary UOM
Code(PRIMARY_UOM_CODE), Primary Unit Of Measure(PRIMARY_UNIT_OF_MEASURE),
Conversions(ALLOWED_UNITS_LOOKUP_CODE), "

"TABLE NAME : MTL_ITEM_REVISIONS_INTERFACE
COLUMN NAME : ITEM_ID
MESSAGE NAME : INV_IOI_REV_NO_ITEM
ERROR MESSAGE : The revision entered is for an item that does not exist in
MTL_SYSTEM_ITEMS nor MTL_SYSTEM_ITEMS_INTERFACE."

Changing attribute control to the org level for primary UOM resolves issue


Also  using Item Open Interface to create new items, process creates only master org
items, but not org items, and errors with the above error.
