Symptoms

When adding and saving new employee using PERWSHRG form

or

When entering new employees using HR_EMPLOYEE_API.CREATE_US_EMPLOYEE API

or

When trying to create a new employee using Purchasing responsibility in a Shared installation using PERSWEMP form

or

When attempting to save a location using PERWSLOC form

the following error occurs:

FRM-40735: ON-INSERT trigger raised unhandled exception ORA-29861

ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE

STEPS
--------

The issue can be reproduced at will with the following steps:

1. Global HR Administrator -> Enter People form (PERWSHRG) -> Enter employee information -> Save

    or

2. Run HR_EMPLOYEE_API.CREATE_US_EMPLOYEE API

    or

3. Purchasing > Setup > Personnel > Employees (PERSWEMP) -> Enter some information -> Save

   or

4. US Super HRMS Manager>Work Structures>Location (PERWSLOC) -> Select Global -> Enter Location -> Save
