Why Order Line Shows ''Invoice Interface-On Hold'',Even After Running Workflow Background Process?

Unable to close the order manually by using Action> Progress Order. But workflow background process is not picking the order line (having the status of "Awaiting Invoice Interface-on Hold") after the hold is released. Why?
