The mailer is not up because the WF_NOTIFICATION_OUT queue does not exist and the script wfjmsqc2.sql does not work
Goal
After applying 11i.ATG_PF.H RUP3, if WF_NOTIFICATION_OUT needs to be created, script wfjmsqc2.sql is used. If it doesn't work then there would be a need to create the WF_NOTIFICATION_OUT queue manually.
