Create Consumption Advice Program not Creating Releases for Payment (Doc ID 404609.1)

Symptoms

Expect the consumption advise program to create invoices for payment to supplies.
However, it runs without producing anything.
Find transactions in the consumption table (MTL_CONSUMPTION_TRANSACTIONS) but no consumption advices have been created.

STEPS
High level steps follow to recreate this issue:
1 Create a Blanket Agreement
2 Create a Contract Purchase Agreement
3 Establish Part-Vendor relationship for consigned on the ASL
4 Setup the default Consigned Subinventory
5 Setup the Bill-To Location on the Supplier Site
6 Generate Requisitions
7 Standard PO (Consigned) created Using Contracts
8 Receive consigned material against the Standard PO
9 View / Track Inventory by Consignee
10 Consume Material
11 Consume Consigned Material in Oracle
12 Run Generate Consumption Advice
