No Data in PAY_US_CITIES and Other Geocode Tables

Symptoms
Consultant looked at some tables to verify the install of JIT/Geocode data. The following tables were empty:
- PAY_US_CITY_TAX_INFO_F
- PAY_US_COUNTY_TAX_INFO_F
- PAY_US_STATE_TAX_INFO_F
- PAY_US_FEDERAL_TAX_INFO_F
- PAY_US_CITY_SCHOOL_DSTS
- PAY_US_COUNTY_SCHOOL_DSTS
- PAY_US_STATES
- PAY_US_COUNTIES
- PAY_US_CITY_NAMES
- PAY_US_ZIP_CODES
- PAY_US_CITY_GEOCODES
