Goal
How to enable the time zone specifically for Mexico City.
With instances running 11.5.10 CU2 on Solaris 64-bit and currently housing the server in US EST
time zone, a large number of users who are currently in Mexico City and are successfully using the Central Time GMT -6 offset will be affected once DST takes affect in the US.
Currently, on an instance prior to patching the only 3 time zone values available to us are Central Time, Easter, and Regina.
The Central and Regina are US based and therefore will be following the US standards in 2007.
Easter Island has its own special rules.
