Records Not Found In WIP_PERIOD_BALANCE Table (Doc ID 414787.1)

Symptoms

In 11.5.9 Production instance:
Transactions for timesheets entered against work orders in Enterprise Asset Management are erroring out as:

"Record not found in WIP_PERIOD_BALANCE
Cause: There is no record in WIP_PERIOD_BALANCES for the repetitive schedule or job.

The cost worker fails accordingly with this error:
cmlctw failed in Resource and Out Side Processing transactions.
cmlctw returned error code : 0 in res_ovhd

Workaround would be to resubmit records in wip_cost_txn_interface table.
This datafix is not practical. A reproducible test case is available and code issue needs to be
addressed.

Steps to Reproduce
1. Entered timesheets for pay period 5/09/05 through 5/22/05.
2. All the time was entered against work orders in Enterprise Asset Management.
3. Ran the interface "Import Timecards" in Enterprise Asset Management.                                                                            

4. Get many transactions in error. The error message is "Record not found in WIP_PERIOD_BALANCE
