Item Instance Relationship (to Parent) not Restored When Component is Repaired and Returned to Customer

When a component of a configuration is returned for repair and then returned to the customer, the link to the parent item is removed.
The original configuration should be retained. The product should be returned as
a component of the original parent item.
Steps To Reproduce:
1. Create a product, A, and a component, B.
2. Return component B for repair.
3. Ship the product back to the customer.
4. Open the configuration link for product A. The link to component B no longer exists.
