Symptoms

When using a different language responsibility (ex. Spanish), the user is unable to see any receipt header when viewing transactions in either  Enter Receipt or Receiving Transactions forms.  The following error occurs.  

ERROR:
APP-PO-14094: No records meet your search criteria

When using English responsibility, no error occurs and the receipt headers can be viewed.
