Symptoms
On 11.5.10 in Production:
Receiving the same email notification coming from the alert module twice.
EXPECTED BEHAVIOR
Expect to receive only one notification per Alert

The issue can be reproduced at will with the following steps:
1. Create an alert in Oracle Alert
2. Review the inbox folder
