R12: How do you Change the County Field as Required Field in Supplier Address Book?

This problem can occur on any platform.


When attempting to add a new address for a supplier in the United States the following error occurs:


  Please enter required address elements: COUNTY

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login to Oracle Payables
2. Navigate to Suppliers -> Entry
3. Go to the Address Book
4. Create a new address
5. Enter the address information and do not enter information in the COUNTY.
6. Try to save the address information -> System error:

Please enter required address elements: COUNTY
