11.5: Cannot Close AP Period but Period Close Exception Report shows No Data (for 11i.AP.O)

Problem Statement:
On 11.5.10 in Production:
When attempting to close a period,
the following error occurs:


Steps To Reproduce:
1. Open accounting periods.
2. Try to close the period.

Business Impact:
Due to this issue, users cannot identify the unaccounted transactions as:
Receive error APP-SQLAP-10304 when trying to close AP Period.
Running Period Close Exception Report does not return any exceptions.
