1. Create a new report which is populating data from the FND_LOBS table including the attached text type data.

2. Register the report as a Concurrent Program

3. Submit the Concurrent Program

Now you observe the following cases:
A] Report output = Text
The report is working fine for both the attachments with English and Chinese characters.

B] Report output = XML
The report output file is getting generated for both the attachments with English and Chinese characters, but the XML can not read/ interpret the Chinese characters found in the attached text file data. It is showing the following error in the browser:

"The XML page cannot be displayed
Cannot view XML input using XSL style sheet. Please correct the error and then click the Refresh button, or try again later.

In the source code of the XML (View > Source) for the Chinese characters you found the following junk characters :

"<FILE_DATA>¿¿¿ ¿¿ ¿¿ ¿¿ ¿¿
¿¿¿¿¿·¿¿¿¿¿¿¿¿
¿¿¿¿¿¿¿
¿¿¿¿
¿¿¿¿
¿¿¿¿
¿¿¿¿¿
¿¿¿¿ </FILE_DATA>"

which can not be interpreted by XML parser.
