On 11.5.10.2 in Production:
When attempting to add a qualifier to a modifier,
is unable to retrieve Qualifier context : TERM.
Only seeded qualifier contexts 'Customer', 'Modifier List' and 'Order'
are shown.


-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Define Modifier : Discount Type
2. Define List qualifiers
cannot select qualifier for payment term.

Modifier Discount 10% can't apply to multiple conditions such as
Customer Class and Payment Term and Price List

The issue has the following business impact:
Due to this issue, users cannot setup necessary qualifiers for this modifier
to restrict its usage.
