Release 12 Oracle Reports Programs Fail: "Error occured during initialization of VM" (Doc ID 429819.1)

Symptoms

After Fresh Install of Applications Release 12 on HP Itanium,
all Oracle Reports programs fail with the following error:
"Error occurred during initialization of VM
Could not reserve enough space for object heap".

From the command line these 10.1.2 ORACLE_HOME binaries
fail with the same error: rwrun, rwbuilder, rwconverter.

And regenerating reports using adadmin fails:
Generating report "FNDSCSRL.rdf" with command:
/u01/app/poc/apps/tech_st/10.1.2/bin/rwconverter userid=APPS/*****
source=/u01/app/poc/apps/apps_st/appl/fnd/12.0.0/reports/US/FNDSCSRL.rdf
dest=/u01/app/poc/apps/apps_st/appl/admin/POC/out/tmp001.rdf stype=rdffile dtype=rdffile
overwrite=yes batch=yes compile_all=yes

Error occurred during initialization of VM
Could not reserve enough space for object heap.

Testing other concurrent program types, Spawned, JAVA, PL/SQL all
run with no errors.
JAVA programs run from the 10.1.2 ORACLE_HOME command line also
complete without error.

 

Changes

Followed <Note.402307.1> Oracle Applications Installation and Upgrade Notes Release 12 (12.0) for HP-UX Itanium set maxssiz to 401,604,608.
