Symptoms

On 11.5.10.2 in Production:
When attempting to create a Promotional Modifier with limit and when limit is exceeded we get a warning but the order does not go on hold.

ERROR
Promotional limits violated when entering order, but no hold applied

STEPS
The issue can be reproduced at will with the following steps:
1. <Create Modifier With Limit>
2. <Enter Order line that exceed the limit>

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot count on orders going on hold automatically.
