Create Deliverables for a Task in Project does not show Item in LOV

Symptoms
When trying to create a Deliverable in Project, user is not able to see the list of values for the Item number when the Deliverable Type is Item Type
Steps to Reproduce
------------------------
1.Go to Project Super User Responsibility.
2.Open the Project
3.Click on Workplan tab
4.Select Update Work Breakdown Structure.
5.Select a Task and click on update
6.Select Create Deliverable.
7.Select a Item Type Deliverable.
8.No values being shown in the LOV for Item.
