Mass Edit Actual Costs does not update Item Cost when material overhead exists and material element
doesn't. When material does not exist and no overheads it works fine.
WHY?

Reproducible steps:

1. Costs --> Item Costs:  Create a new Cost Type for an Item (Buy Item).
2. Enter Material Overheads for it (manually, or the System brings them automatically from defaults).
3. Run Mass Edit Actual Item Costs with "PO receipt" option.
4. The program completed normal, but doesn't update Item Cost.
