"Help/About Oracle Applications" does not Show Complete Information (Doc ID 438274.1)

Symptoms

After upgrading Oracle Applications 11i and beyond (including R12), users are not able to see the complete information in "Help -> About Oracle Applications".

For example, the sections 'Forms Server' and 'Database Server' do not show complete details. Also the 'Forms Server Environment Variables' section is missing:
