Manager Enrolls Learner, Not Auto-Approving As It Did In The Past (Doc ID 444992.1)

When a manager enrolls an employee (learner) through Learner Manager responsibility, Approval is sent to the Manager's manager.

Steps To Reproduce:

1) Manager enroll an employee to a class via Self Service.
2) The request is submitted to the manager's supervisor.

It is expected when a manager enrolls a learner there would be no further approval required.
