APP-FND-01496 Error After Changing Apps And Applsys Users Using Alter User (Doc ID 445153.1)

Symptoms

1. When attempting to use FNDCPASS comand to change APPLSYS password
AFTER manually using the 'alter user' in sqlplus the following error occurs.
2. The error in the log relects on every application user account.

ERROR
APP-FND-01496: Cannot access application ORACLE password
Cause: Application Object Library was unable access your ORACLE password.

STEPS
The issue can be reproduced at will with the following steps:
1. Use the ALTER USER command to change the APPLSYS password
2. Tried to run the adstrall.sh script to start Apps services.
3. Got error "Cannot complete applications logon. You may have entered an invalid
applications password, or there may have been a database connect error."
4. Then tried FNDCPASS to fix password and got the APP-FND-01496 error.

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot login to Apps.
