Invalid Transaction Error if Supervisor in Hierarchy is Terminated

Goal
Self Service Human Resources - Leave of Absence.
The approvals work fine as long as the entire supervisor hierarchy is a valid one. It fails even if one of the supervisors 2 or 3 levels up have been terminated.
Example:
Supervisor hierarchy is as follows
- A reports to B
- B reports to C
- C reports to D
- D reports to E
If A submits a leave of absence, the only approver is B. It works fine as long as B to E are all employees.
If either C or D is an ex-employee, the process fails and the employee (A) cannot even submit a leave and gets an exception error.
- Is this intended functionality?
- Is AME validating the entire supervisor hierarchy even though the approval level is only 1?
