Delivery Details Not Populating The Wsh_Document_Instances Table (Doc ID 453428.1)

Symptoms

Under the responsibility of materials and manufacturing via MSCA , customer performs ship confirm .
This process does not populate the delivery_id  and the  packing slip displays  "No Data Found". 

This problem occurs with vanilla or custom report .

When using the above Responsibilities, find that the delivery details are not populating in to 'WSH_DOCUMENT_INSTANCES' table.
The report parameter 'Delivery No' ,has the Value set on the table WSH_PACK_SLIP_V.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Responsibility : Oracle Order Management
2. Enter order
3. Navigate to Shipping Pick release
4. pick release via 11i Application
5. navigate to shipping transaction form
7. ship confirm via 11i Application .


Second way to reproduce the problem

1. Responsibility : Oracle Order Management
2. Enter order
3. Navigate to Shipping Pick release
4. pick release via 11i Application
5. engage msca
6. navigate to shipping transaction form
7. ship confirm via msca
