Why are Freight Charges, added at Shipping, not being Invoiced? (Doc ID 454950.1)

Why aren't Freight Charges being invoiced when added to the line item at the time of shipment ?

This usually occurs when Freight Costs are entered in the Shipping Transactions form. The costs do not appear on the invoice.
