Transaction Errors Processing Form Error: "You Cannot Update an Expired Instance. Instance Needs to Be Un-expired Before Any Updates" (Doc ID 455089.1)

After migrating from 11.5.9 to 11.5.10 there were a number of serialized instances that were expired and when these items were shipped back out to the customer the following error occurs:

You cannot Update an Expired Instance. Instance needs to be un-expired before any updates.

The issue can be reproduced with the following steps:
1. Ship serialized Install Base Trackable items to customer
2. Install Base is not updated
3. Review errors in the Transaction Errors Processing form
