Report Server Reports Fail Using Secure Socket Layer (SSL), But SSL Working For Other Products (Doc ID 455446.1)

Symptoms

On 11.5.10.2 in Production:
Running a report from a URL, such as:
<DIR>/GCC_ACCRUAL_BAL_0505.rdf+paramform=yes+p_accesscode=""+destype=cache
displays the parameter form, but the action element is not using SSL:
<form method=post action="http://host.name.com:<PORT>/dev60cgi/rwcgi60?">
so the submit fails.

EXPECTED BEHAVIOR
SSL should be used.

STEPS
The issue can be reproduced at will with the following steps:
Run a web report and see that SSL is not being used successfully.
