Autoconfig Performance Issue Running txkWfClone.sh After Applying ATG_PF.H Rollups

This problem can occur on any platform.
Symptoms
You are running Autoconfig from the command line (adautocfg.sh), or it is run automatically when applying a patch.
You have recently applied an ATG_PF.H Rollup patch.
You notice that Autoconfig is taking a long time to complete. Most of the time spent running Autoconfig is spent on txkWfClone.sh
Autoconfig either takes very long to complete or Autoconfig fails with the below error

AutoConfig could not successfully execute the following scripts:
Directory: /u01/applmgr/common/admin/install/JB_example
txkWfClone.sh INSTE8_SETUP -1
AutoConfig is exiting with status 1
