Symptoms

Sending OAG (Open Applications Group) XML message to OSN is failing with error:

PROTOCOL_ADDRESS RESULT_CODE RESULT_TEXT RECEIPT_MESSAGE_ID
https://osn.oracle.com/servlets/oracle.apps.ecx.oxta.TransportAgentServer 4202 Failure Connecting To Server.



EXCEPTION_TEXT

oracle.apps.ecx.oxta.ConnectionFailureException: Connection failure resulting from: java.net.ConnectException: Connection refused
