Is it Possible to Delete a User after Registering with Wrong Organization? (Doc ID 465425.1)

Goal

When a Party registers with the Organization number (also Party number), in the Register page the user enters the First Name, Last name and Username.
Once all this information is entered a user is created with above information in FND_USER.

If the Party enters a wrong number (Organization) he is created as a User under a different Organization.
When trying to register again with the correct party number, he can not create his user name since it already exists in FND_USER with the wrong number entered earlier.

Is it possible to delete the old User in FND_USER with incorrect number, so the same user can be used with the correct Organization?
