Symptoms
On Oracle Applications 11.5.10.2,
using AppsLocalLogin.jsp to login into Oracle Applications and using create document functionality for HR Integrator Setup:
The following error has occurred:
Exception Name: oracle.apps.bne.exception.BneFatalException - A system error has occurred. Have your system administrator view the bne.log file.

Steps To Reproduce:
1.Login in Oracle Applications using AppsLocalLogin.jsp.
2.Select responsibility which has "Create Document" function assigned and Click on Create Document menu.
4.Select Integrator - HR Integrator Setup
5.Click on submit.
6.Message appears - File will be downloaded to your desktop.
