Manually relinking on Windows fails with "gnumake: *** No rule to make target" (Doc ID 549440.1)

Symptoms

When attempting to relink applications programs manually on Windows, the following error occurs.

adrelink.sh force=y "<product short name> <executable name>"

Example:

Windows: (in MKS or CYGWIN shell)
$ adrelink.sh force=y "fnd FNDLIBR"

General Error:

gnumake: *** No rule to make target
