APP-PAY-07664: You Cannot The Assignment When Assignment Action Rows Exist (Doc ID 550748.1)

Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:

With Assignment Form of version: 115.98

When attempting to delete a Secondary Assignment,
the following error occurs:

ERROR
APP-PAY-07664: You cannot the assignment when Assignment Action Rows exist.

EXPECTED BEHAVIOR
It is expected to be able to delete the Assignment Successfully without a problem.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Oracle HR Core Responsability -----> People -----> Enter and Maintain.
2. Find the Employee -----> Assignment.
3. Query the secondary assignment --->and try to delete this assignment

Error is received:

APP-PAY-07664: You cannot the assignment when Assignment Action Rows exist.

The issue has the following business impact:
All our setup fails because all queries return more than one row which results in not allowing the
employees to use SSHR and we can not further run the payroll for that department because we do not
want to have further payroll actions
