Order Lines Workflow Not Progressing - Deferred Null Deferred (Doc ID 551005.1)

Find Sales Orders are not closing after lines are shipped.  Expect the order status to change from BOOKED to CLOSED.  The order is Booked, Pick Release, Ship Confirmed Line is both INV and OM Interfaced and line status = Shipped.
Current activity in the line workflow is:
Line Flow - Generic Fulfill - Deferred Null Deferred R_STANDARD_LINE DEFER_FULFILLMENT

Due to this issue, users cannot progress the order to close.
