Symptoms
When attempting to create a Requisition and Vacancy the following error occurs:
Error APP-FND-01564:Oracle error 1422 in FDFGCD
Cause:FDFGCD failed due to ORA-01422:exact fetch returns more than requested number of rows.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
HRMS Manager Responsibility
1. Recruitment -> Requisition & Vacancy
2.'Vacancy for' tab -> 'Group' Field -> People Group Flexfield
3. Enter details
4. When OK is clicked to exit the flexfield the error is thrown
